The fine print
Travelers from Maharashtra and Kerala, need to carry a Negative RT-PCR certificate not older than 72 hours to the date of arrival OR Vaccination certificate of Covid Vaccine (Maharashtra: at least one dose / Kerala: Both the doses). Exemption from RT-PCR is for children below 2 years only.
